The easiest method is the application of regular Windows. It does not need to use any programs. Open the folder with the photos you want to turn. Select photos and right-click. To the submenu, select the desired turn of the photo - "by" or "against" a clockwise arrow.

Among the default programs for this task, PAINT is perfect for this task. It allows you to turn around both the entire image of the whole and only part of it.
