In the new versions of Opera (36-38) bookmarks (including express panels) are stored in the user profile (the path to the directory is described in P.6-7), only this is not one, but three files:
Preferences - the file in which the settings of the express panel are stored;
Bookmarks - Opera Bookmark Storage File
BookmarkSextras - File for storing graphic miniatures (Thumbnail) Bookmarks Opera.
When installing new releases (no versions): Opera Developer, Opera Next, the appropriate folders in the user profile are created in which the specified files must be copied. In addition, they are useful to periodically copy in case of failure or reinstalling the system.
